Financing is available for commercial real estate "investor and owner occupied", lines of credit, debt consolidation, start-ups, acquisitions, SFR flipping lines, letters of credit, diesel trucks, and bridge loans. The Banks cash management group has more of a private banking feel and offers an array of products including remote capture, merchant card processing, online wires, ACH, positive pay and online banking. External 3rd party programs are actively used to complement the Banks lending practices. External programs include SBA 7A Loans, SBA 504 Loans, Calcap loans, ARB Grant Program, Carl Moyer Program, and Voucher Incentive Program. Brian J. Halle, President and Chief Executive Officer of Pacific Enterprise Bank and Bancorp, a resident of Santa Ana.
Mr. Halle has 22 years of banking experience. Before starting Pacific Enterprise Bank, Mr. Halle was the Senior Vice President and Manager of the Orange County commercial banking office of U.S. Bank and then he became Manager of Business Development for all of Commercial Banking. Prior experience includes middle market commercial banking and corporate banking roles at Bank of America, Union Bank and Sanwa Bank.
He has resided in Orange County since 1993. Mr. Halle completed his undergraduate degree at the University of Colorado, a Masters in Business Administration from Pepperdine University in Malibu and a Juris Doctorate degree from Western State University in Irvine.
Frank Smith, Executive Vice President and Chief Financial Officer of Pacific Enterprise Bank and Bancorp, a resident of Laguna Niguel.
Mr. Smith became the EVP/CFO of Pacific Enterprise Bank on July 20, 2015 after serving as EVP/CFO of Promerica Bank from May of 2006 to July of 2015. He also served as EVP/CFO of Manufacturers Bank of Los Angeles, a $1.7 billion commercial bank, from 2004 to 2006 where he was responsible for all financial, accounting, risk management, treasury and trust operations. Before joining Manufacturers Bank, Mr. Smith was the EVP/CFO and Secretary for Sunwest Bank and its parent company, West Coast Bancorp, where he also served on the Board of Directors of subsidiary bank Sacramento First National Bank. He has 30 years of banking experience and began his career as a certified public accountant with EY, a Big Four public accounting firm.
Russell J. Smith, Executive Vice President and Chief Lending Officer of Pacific Enterprise Bank, a resident of Agoura Hills.
EVP/Chief Credit Officer for Pacific Enterprise Bank has over 30 years of banking experience. Mr. Smith is responsible for the credit administration functions for the Bank. Mr. Smith obtained a Bachelor of Science degree in Business from Cal State University Northridge. He earned a Masters degree in Finance from Cal State University Northridge and a Juris Doctorate from the University of West Los Angeles.
During Mr. Smith’s banking career he has served as in credit management capacities with Charter Pacific Bank, Bank of Beverly Hills, Imperial Bank and Manufacturers Bank.
Prior to starting his banking career, he was in the U.S. Navy for nine years where he performed an array of jobs. He is a licensed attorney who has practiced banking law while self-employed in 1991 to 1992. He was active in coaching youth softball for many years in the Agoura area.
