Founded in April 2007 with $25 million in capital. Pacific Enterprise Bank has consistently been a top performing bank. The Bank is an entrepreneurial bank and is always looking for ways to meet the needs of the underserved business community.   Like all businesses, success is heavily determined by the capabilities of its employees. Our employees have both big bank and community bank experience which lessens the time spent in understanding a clients needs while subsequently providing efficacious solutions. The Bank has over 100 employees dedicated to providing first class depository services/products with the assistance of the latest technology as well as providing lending solutions using common sense business minded decision making.

Pacific Enterprise Bank’s lending group focuses on businesses with loan needs from $150,000 to $5,000,000. Financing is available for investor and owner occupied commercial real estate, lines of credit, debt consolidation, start-ups, acquisitions, SFR flipping lines, SFR investor mini-perm (SIMPL) loans, letters of credit, diesel trucks, construction, bridge loans, seismic upgrades and insurance premium financing. The Bank's cash management group has a private banking feel and offers an array of products including remote deposit capture, merchant card processing, online wires, ACH, positive pay and online banking. Many government sponsored loan programs are actively used to complement the Bank's lending activity and provide greater access to credit. These include SBA 7A Loans, SBA 504 Loans, CalCAP loans, ARB Grant Program, Carl Moyer Program, and Voucher Incentive Program.  The  Bank is consistently one of the top SBA and state loan program lenders in California.

 

The Banks executive team includes:

 

Brian J. Halle, President and Chief Executive Officer of Pacific Enterprise Bank and Bancorp, a resident of Santa Ana.

Mr. Halle has 22 years of banking experience.   Before starting Pacific Enterprise Bank, Mr. Halle was the Senior Vice President and Manager of the Orange County commercial banking office of U.S. Bank and then he became Manager of Business Development for all of Commercial Banking.   Prior experience includes middle market commercial banking and corporate banking roles at Bank of America,  Union Bank and Sanwa Bank.

He has resided in Orange County since 1993.   Mr. Halle completed his undergraduate degree at the University of Colorado, a Masters in Business Administration from Pepperdine University in Malibu and a Juris Doctorate degree from Western State University in Irvine.

 

Jerro Otsuki, Executive Vice President and Chief Financial Officer of Pacific Enterprise Bank and Bancorp, a resident of San Clemente.

Mr. Otsuki has over 30 years of banking experience.  Prior to joining Pacific Enterprise Bank, Mr. Otsuki served as the Executive Vice President/Chief Financial Officer of Grandpoint Bank from August 2011 to June 2018.  He also founded Orange Community Bank and served as its Executive Vice President/Chief Financial Officer and Chief Operating Officer from July 2000 until August 2011, when Orange Community Bank was acquired by Grandpoint Bank.  Mr. Otsuki served as Controller of Orange National Bank and Hawthorne Savings after beginning his career in public accounting.

 

Russell J. Smith, Executive Vice President and Chief Credit Officer of Pacific Enterprise Bank, a resident of Agoura Hills.

EVP/Chief Credit Officer for Pacific Enterprise Bank has over 40 years of banking experience. Mr. Smith is responsible for the credit administration functions for the Bank. Mr. Smith obtained a Bachelor of Science degree in Business from Cal State University Northridge. He earned a Masters degree in Finance from Cal State University Northridge and a Juris Doctorate from the University of West Los Angeles.

During Mr. Smith’s prior banking career he served in supervisory credit management capacities with Manufacturers Bank, Charter Pacific Bank, Bank of Beverly Hills, Imperial Bank and the International Bank of California.

Prior to starting his banking career, he was in the U.S. Navy where he performed an array of jobs including construction equipment operator and diver. He is a licensed attorney since 1983, practicing banking and real estate law while self-employed in 1991 to 1992 and 2000 to 2001 and functions as the Bank's in-house counsel.
